It was built by Taung-phi-lar Saadaw (Mu-nain-da-go-sa Maha-Thera) in 1003, enshrining his own writings of Pali, Ahtakatha and Nissaya literature.

He was a sayadaw who received the title of Tipitaka Lankara and king Thalun, donor of Yazamani Kaunghmudaw, was his patron.

It lies on the ridge that juted west from the range from the south to the north from Sagaing to Mingun and thence the name Taung-phi-la. Some said it was named after its donor.

The sayadaw was so full of sila, Samadhi and panna that he was also known at one time as Dhamakukant Sayadaw.
